Sir,
You can check to see if the motor is locked or impeller is locked by removing the four bolts from the pump housing. Once the four bolts are removed, then remove the diaphragm and diffuser/guide vane. This expose the impeller. You should be able to turn the impeller by hand. If you cannot turn the impeller and you did not discover any foreign objects in the pump, then your motor is probably locked up.
Also, make sure you have the motor set to the proper incoming voltage and make sure there is no damage to the start capacitor.
