Jet pump won't build pressure

I have a goulds deep well vertical jet pump that has been sitting for some years. It doesn't seem to be building pressure. I've cleaned the foot valve which was jammed and it still isn't building pressure. I was wondering if you had any suggestions.

The pump could be wore out and may need new impeller(s).
